Respectfully returned to Genl Terry with the information that it is usual to require the report prescribed in par one (1) of the negotiations relative to advertising. before approving any of the accounts of this Dept. the object is to ascertain the entire range of each publication in advance of paying any bill forward. 
Lt Cook should have made the report when the adv' was first published. 
Failing in this, the report should now be furnished.

Respectfully returned. the $92.00 due Lt Dengler was for transportation acct's which he paid, the money for which we did not receive until last week. The $50.00 paid him by me was to enable him to get home, & paid out of private funds. the balance was forwarded him yesterday. deducting nothing for the loan of $50.00 for two months which we regret to see the gentleman does not appreciate.
