File Warsaw Va. May 31", 1866 Ayres, H.K.W. Lieut and Asst Supt. Reports in compliance with Circular No 10 - dated Hd Qrs Asst Comm. State of Va. March 12," 1866, no complaints has been made to him by Blacks - but has heard them say they believe no justice will be done them. Believes that prejudice is so strong against the Freedmen - that civil authorities will mete out injustice.
