Reports in compliance with Circular No 10 - dated Hd Qrs Asst Comm. State of Va. March 12," 1866, no complaints has been made to him by Blacks - but has heard them say they believe no justice will be done them.

Believes that prejudice is so strong against the Freedmen - that civil authorities will mete out injustice.

Notices that as civil law approaches full sway - men seem to be far more bold in denouncing the colored race.
