Bureau Refugees Freedmen &c Office Ass't Sup't for Sub-Dist Westmorland & Richmond Counties Virginia, Warsaw, Rich. Co., Va. May 31st 1866 Major James Johnson, Sup't &c 10th Dist Va Fredericksburg Va. Major: In compliance with Circular No 10. dated Hd Qr's Ass't Com'r State of Va., March 12th 1866, I have the honor to furnish the following report: Although no regular complaint has been made to me by the blacks, still I have heard them complain that they believe no justice will be delt them. In my opinion the prejudice is so strong against them that while citizens sitting upon the jury's, think they honestly are giving them their just dues, still through this blind prejudice they will meet=out injustice. I notice that as civil laws approaches full sway, men here seem to be far more bold in denouncing the colored race, and also heap curses and use treasonable language on and toward the U.S. Government.
