In compliance with Circular No 10 Head Qrs Asst Comr Bureau of R.F. & A.L. Richmond Va. dated March 12, 1866 I have the honor to report that but one case of a criminal nature wherein Freedmen were parties has taken place in my Sub-District during the month of May 1866. And that was the case of a negro woman who was charged with Burglary and who upon the preliminary examination confessed to the charge whereupon she was held for bail at the term of the next county court.

I believe that while an officer of the Bureau is here to look after the interests of the Freedmen they will have a fair opportunity to have justice awarded them. And they may also in the majority of cases if no officer was here
