Office Asst. Supdt. Sub Dist Amherst Co
7th District Va.
Lynchburg Va May 31st 1866.

Brvt. Brig. Genl. O. Brown.

General:
In compliance with Par VI., Circular No. 10 current series, from your Head Quarters, I have the honor to report that I have not had the opportunity to judge, practically, in person, of the manner in which said Order, by restoring to the State authorities jurisdiction in criminal cases over colored persons, has resulted, with reference to the interests of the latter, within my Sub District, as no such cases have occurred therein, since my appointment as Asst. Supdt. thereof. I have no reason to believe, however, that they will not be treated with impartiality and fairness, and the law respecting their testimony carried out in good faith.

I am General Very Respectfully
Your Obt Servt,
W. F. De Knight
1st Lt V.R.C. & Asst. Supdt.
