In compliance with Cir. No. 10., Par 6, C.S., I have the honor to report that the interests of the Freedmen, have not suffered, by restoring to the state authorities, jurisdiction in the criminal cases over colored persons. The authorities, so far as information has been received, have treated them with fairness and impartiality, and the law respecting their testimony has been carried out in good faith. One complaint of injustice or impartiality, has been made to the Head Quarters during the month. That was in a case of assault and battery, in which it was alleged that the colored testimony would not be received. On investigations of the case, the
