Having been but recently placed in charge of this County, and having attended but one term of the County Court, viz 2nd Monday in each month. I am not as well informed to report as required, concerning the effect of transferring the trial of Communal Cases (named) from the Freedmen's to the Civil Courts

I have not, as yet, heard of, or noticed, any cases either before the Magistrates of County Court in which Freedmen have been refused fair and impartial trials whether as prosecutors or defendants.

Complaints as far as I am now advised coming from the Freedman have been promptly received and acted upon without prejudice.  In all these cases to which my attention has been called the examinations have been "fair" & "impartial"
