In obedience to the requirements of par. VI Circular No 10 Series of 1866 Hd. Qrs. Asst. Comr. State of Va, I have the honor to report as follows: During the last month there has not been a criminal case in which Freedmen were the accused parties brought before the civil courts of this Division; much to the credit of the Freedmen. As to the civil cases I am able to perceive no alteration, (since my previous reports under the above named Circular), calculated by the civil authorities to give fair and impartial hearings & trials in cases wherein it is Freedmen against Whites or vice-versa, as Pltffs or Defts.  The prejudice of the Whites against the Freedmen is so strong that they cannot, at least do not, give to them even-handed justice in cases of litigation where it is
