On the 28th day of August 1873, agreeable to instructions from the AG office Major Gibson took his departure from Memphis, for the North, leaving his clerk Mr Frank H. Mills in charge of his office. Mr Mills continued to represent Major Gibson until the 3rd day of Sept '73, when in obedience to an order from the War Department he repaired to Washington D.C. to be examined for appointment to a 2nd Lieutenancy in this Army which he was fortunate enough to obtain.

This left James Joyce, Janitor, in charge of the office until Major Gibson's return, which took place on the last day of Nov 73. The Records for the time being having been deposited in the vault of the 1st Nat. Bank at Memphis for safe keeping.

During the whole of this period the yellow fever prevailed to an alarming extent completely prostrating business. The mortality being unprecedented.

John Overton Jr. Rent of Office August 1873- 18-
John Overton Jr. Rent of Office September 1873- 18-

Owing to the necessary absence of both my clerk and self from Memphis (our station) I would respectfully beg leave to suggest that the checks in question (pertaining to the foregoing cases be transmitted to me at this place so that I may have it in my power to forward the same to some responsible person for delivery.

In view of the fact that Mr. Frank H. Mills has tendered his Resignation as clerk in my office at Memphis Tenn (he having passed the required examination for appointment to a 2d Lieutenancy in the Army) I beg leave respectfully to suggest that Mr. Tom M. Biddle of Carlisle, Pa may be approved as his successor.
Mr. Biddle is personally known to me as a young gentleman well qualified to fill the position.
